mutual capital certificate
a long-term debt security issued by a federal mutual savings association that is subordinated to all other claims on assets, and is not covered by federal deposit insurance. They could be counted as part of an institution's regulatory net worth, and were authorized by federal regulators, who purchased the certificates, as a temporary way of helping savings associations meet minimum regulatory net worth requirements.
